Not sure If I have Neuropaty or Ischemia, What would be the best specialist?

A neurologist.
You probably should see a Neurologist. If it is neuropathy, and you doctor suggests that you take a medication, I highly recommend a drug called Lyrica. It has worked wonders for me!!! Either way it should be diagnosed rather quickly, ischemia is pretty easy to identify. Good Luck!
