question about oxygen saturation levels in infant?

we took my 2mo old to cardiologist today. she tetralogy of fallot with complete av canal malformation. 2 weeks ago he said she had mild chf and started her on lasix. last week her o2 levels were at 94%. today they were at 86% and said that was good because that means her chf is improving. this confuses me and i didnt think to ask about it. thanks
