1. I don't know in infants but in the adult population the after affects are that they are very happy go lucky (or not so lucky) people. Don't mind anything very happy. Especially after global hypoxia due to cardiac arrest. It seems that it would take a long time to unerstand the affects or is it effect in infants.
2. well hypoxia is the same adult or infant, more then 6 minutes max with out oxgen abd your brian cell will die.
