Medical Condition?

At the mall I saw a man with an unusually small head and a very high voice. I tried looking up the medical condition for this but couldn't find any. I know that the symptoms are vague and all I know is those two things and the fact that he was not mentally or physically handicapped.

2. Hi, Microcephaly is the condition I think. I have seen this case before and thought it was quite unusual I had never seen it before then. Hoped this has helped.
