Hypoxia and Medicine

How do you go about getting disability? My father recently found out he has Intestinal ischemia and infarction now, the doctor doesn't want to operate because he said it's a lost cause, can my father who is 58 claim disabilaty or how does that work? He's on Morphin for pain, who do I go through for Medical leave or something anything please help.
